Many factors will impact the recommended Power Supply (PSU) for your system, but the most impactful component tends to be the Graphics Card.  Because of this, we will generally provide recommendations based on this part.  While it is possible to run a system with a lower spec power supply, this will put additional stress on the PSU and can result in instability or crashing if the spec is too low.

Is it okay to go above the PSU recommendation?

Yes, it's completely okay to go above the PSU recommendation (i.e. an 850W PSU on a system that only recommends a 650W PSU).  This ensures that the PSU is not being pushed to its limit and can be helpful for cooler, quieter operation and a longer PSU lifespan.
